I think this is espacially a good idea for public facing websites, as you page title will help your search engine ranking and the title will look better in bookmarks.

Yes, I recently spoke to someone who's company did this so that they could provide SharePoint via narrow bandwidth (a satellite) for people who work in areas where the infrastructure has been destroyed and they need to share information quickly via laptops and satellite phones. Cool stuff.

SPD is great for making workflows, but it is good to be aware of the limitations:

Moving these workflows is possible within the site collection if you same the list or site as a template, but not beyond the site collection, unless you use Echo 2007: http://www.echotechnology.com
